If we would like to consider founding a journal I’d like to bring our attention to the MDPI group, https://www.mdpi.com/
I happen to be on the editorial board of one of their journals (it’s called Entropy), which has built for itself a pretty decent reputation and (obviously since I chose to join it) a pretty decent editorial board. It used to be considered a predatory journal but in fact, it is no more predatory than Elseviers or Springer or whatever big commercial publisher you care to mention, and actually it is rather well organized. Some of its journals are now being “subscribed to” by almost all Dutch university libraries; scientists at those universities don’t need to pay the publication fee.
